ARTICLE I - NAME -
ORGANIZANON
1.1 The name of the Association shall be
"The Chesterfield Quarterback League": hereafter, this shall be
referred to as "The League."
2.1 The League is the basic unit or
organization and is the highest authority. Unless approved by the Board of Coaches, personnel serve on a
non-compensated basis.
3.1 The League shall consist of the
several Athletic Associations representing the various Elementary School
Districts of Chesterfield County. Suspend this requirement only with regard to
Powhatan Youth Association.(Amended 1984)
4.1 The
League shall be composed of two or more geographic divisions.
5.1 Football, as sponsored by the League,
is played in three classifications known as Minor, Junior, and Senior Division.
6.1 All Associations of the Chesterfield Quarterback League
shall field at least one team in all Divisions of the League: however, any
additional entries must be one in each Division.
7.1 The Bylaws of all Associations shall
be consistent with the Rules, Regulations and Policies of the League, and a copy of current Bylaws shall be on file with
the League. (Added 1987)
1.1 To draw Athletic Associations from the
several sections of Chesterfield County into closer fellowship through the
participation in a County-wide
football Program. Suspend this requirement only with regard to Powhatan Youth Association. (Amended
1984)
2.1 To promote an organized Youth
Football Program on a basis where good and fair play will be practiced by all
participants at all time.
3.1 To teach youngsters, through playing
experience, the fundamentals of football teamwork, leadership and
sportsmanship.
4.1 To
take into consideration the health, welfare and ability of each individual
participant.
5.1 To see that every team member up to a minimum
of 25 will participate if uninjured in each game during the regular season
The following definitions shall
apply in the interpretation and the application of these Bylaws
1.1 Deputy
Commissioner - shall mean the Deputy Commissioner of the League.
2.1 Assist
Division Commissioners - shall mean the Assistants to the two Division
Commissioners.
3.1 Association - shall mean the Athletic
Associations that make up the League. It shall also include- the organizations
of Bellwood and Harrowgate.
4.1 Board
- shall mean the Board of Coaches.
5.1 Commissioner
- shall mean the Commissioner of the Chesterfield
Quarterback League.
6.1 Committee - shall mean the Executive Committee
composed of the Commissioner, the Deputy Commissioner, the Division
Commissioners, and the Assistance Division Commissioners. (Amended 1980)
7.1 Division Commissioner - shall mean the
Commissioner of each of the several geographical divisions that make up the
League.
8.1 The League - shall mean the
Chesterfield Quarterback League, a unit encompassing the several Athletic
Associations sponsoring Youth League football in Chesterfield County. Suspend
this requirement only with regard to Powhatan Youth Association. (Added 1983, Amended 1991)
9.1 League
Officer - see Committee
10.1 Player
- any eligible Chesterfield or Powhatan County resident (Added 1983, Amended 1991)
11.1 Secretary-Treasurer - shall mean the
Secretary of the League. The Secretary-Treasurer is not an officer of the
League
12.1 Team
- shall mean Minor, Junior, and Senior teams.
13.1 Voting
Representative - shall mean a member of the Board.
ARTICLE IV - OFFICERS
AND SECRETARY-TREASURER
1.1 The Officers of the League shall be
elected in the December meeting of each year, (Added 1986, Amended 1994)
2.1 The Officers of the League shall be
the Commissioner, the Deputy Commissioner, the Division Commissioners and the
Assistant Division Commissioners. (Amended
1980)
3.1 The Secretary-Treasurer shall be
elected by the Board at the time the League Officers are elected. (Amended 1991)
1.1 The Board of Coaches shall consist of
one representative from each Association fielding a team in the League. The
representative shall be actively engaged in coaching football in the League.
Each Association shall submit to the League's Secretary-Treasurer a list of its
active coaches. Anyone on that list may represent his Association in all League
business to include financial matters. (Amended
1990)
1.1a Roll
call vote on all important issues and published in
minutes. (Added 1990)
2.1 Each Association shall have one vote,
provided they are in good standing with the League as per Article XXI, Section
3.1, 3.1a and 3.1b.
ARTICLE VI - DUTIES OF
OFFICERS AND SECRETARY-TREASURER
1.1 COMMISSIONER-- It shall be the duty of
the Commissioner to preside at all League meetings. The Commissioner is the Chief Executive Officer
of the League and is responsible for direct administration of all affairs of
the League.
1.2 The Commissioner shall have the
authority to discipline- any player, League Official, coach, or Association for
infraction of League Rules, or for any action that is deemed detrimental to the
League.
1.3 The Commissioner shall perform any
other necessary functions as prescribed by the Bylaws to conduct the affairs of
the League.
1.4 The Commissioner shall present a
detailed financial report to the Board and the Association Presidents at the
December meeting.
1.5 The Commissioner shall appoint all
committees necessary for the effective operation of the League.
1.6 The
Commissioner shall assign practice fields on an equal basis prior to the first
day of contact.
1.7 The Commissioner must reside in
Chesterfield County or Powhatan County. (Added
1980, Amended 1990)
2.1 DEPUTY COMMISSIONER. It shall be the
duty of the Deputy Commissioner to assist the Commissioner in conducting the
affairs of the League. (Added 1980,
Amended 1990)
2.2 The
Deputy Commissioner shall:
2.2a Assist the Commissioner as directed.
2.2b Perform
the duties delegated by the Commissioner.
2.2c Serve
as coordinator of any committee(s) so designated by the Commissioner.
2.2d Conduct
the League's affairs in the absence of the Commissioner.
2.2e Serve as liaison between the
Commissioner and the two Division Commissioners. (Added 1980, Amended 1986)
2.2f Reside in Chesterfield County or
Powhatan County.
2.2g The
Deputy Commissioner will be the Commissioner of flag football.
3.1 DIVISION COMMISSIONERS: It shall be
the duty of the Division
Commissioners to enforce all CQL Rules-and otherwise govern their respective Division.
3.2 The
Division Commissioners shall be assisted by the Assistant Division
Commissioners.
3.3
The
Division Commissioners shall:
3.3a Assist the Commissioner as directed.
3.3b Perform the duties delegated to them
by the Commissioner.
3.3c Serve as coordinator of any committee(s)
so designated by the Commissioner.
3.4 Problems not resolved by the Division
Commissioner shall be transferred to the Commissioner for settlement
3.5 The
Division Commissioners must reside in Chesterfield County or Powhatan County.
3.6 Schedule
Assistant Division Commissioners for game day coverage. (Added 1997)
4.1 ASSISTANT DIVISION COMMISSIONERS: It
shall be the duty of the Assistant Division Commissioners to assist the
Division Commissioner in their respective divisions.
4.2 The Assistant Division Commissioners
shall serve as liaison between the Division Commissioner and the several teams
directly assigned by the Division Commissioner.
4.3 Problems not resolved by the Assistant
Division Commissioners shall be transferred to the proper Division Commissioner
for handling.
4.4 The Assistant Division Commissioners
shall serve and assist as directed by the Commissioner or their respective
Division Commissioner.
4.5 The
Assistant Division Commissioner cannot be the Voting Representative for his
Association.
4.6 The
Assistant Division Commissioners must reside in Chesterfield or
4.7 Any person running for any position of
the Executive Committee must be a Voting Representative for no less than two
years or an active CQL coach for no less than four years. (Added 2000)

5.1 If

6.1 SECRETARY-TREASURER:--
It shall be the duty of the Secretary-Treasurer of the League to:
6.1a Keep
in full the minutes of all meetings of the League;
6.1b Prepare and send notices of all meetings
of the League to Voting Representatives and Association Presidents.
6.1c Prepare and send football game results
and Division standings to the Voting Representative during the football season;

6.1d Maintain appropriate files on all
permanent and legal papers of the League.
6.1e Keep
an accurate roster of the Associations’ football teams.
6.1f Deposit all funds of the League in a
demand or Savings Account as directed by the Executive Committee.
6.1g Keep proper
account of all funds received and disbursed by the League.
6.1h Maintain
and reconcile these accounts.
6.1i Provide
financial statements to the Board at each regular scheduled meeting.
6.1j Make all books and financial records
available to an audit committee at the appropriate time, and assist the
Committee in any way requested.
6.1k See that all
bills approved by the Commissioner are paid in a timely manner. All obligations
will be paid by check, not as cash.
6.1l Prepare a
financial statement for the Board and Association Presidents for the December
meeting.
6.1m Make other
necessary written correspondence as directed by the Commissioner, Executive
Committee or the Board;
6.1n Perform such other duties relative to the
office as may be authorized by the Commissioner or the Executive Committee.
6.1o Keep on file a detailed map outlining
the area each Association serves, and to be updated anytime there is a change
in boundaries.
ARTICLE VII -
EXECUTIVE COMMITTEE
1.1 There shall be an Executive Committee
Consisting of the Commissioner, the Deputy Commissioner, the Division
Commissioners and the Assistant Division Commissioners. (Amended 1980)
2.1 The
Committee shall meet at the discretion of the Commissioner.
3.1 The Committee shall establish an
annual playing fee for each Association in the League. The fee is due and
payable to the League's Secretary-Treasurer on or before the dates established
by the Commissioner.
4.1 The
Committee shall rule on all protest and disputes.
5.1 If a member of the Executive Committee
other than the Commissioner leaves office for any reason, the Commissioner
shall have the power to appoint an interim replacement pending open
nominations and approval of a permanent replacement by the Board of Coaches at
the next scheduled meeting. (Amended
1993)
6.1 No member of the Executive Committee
shall miss two regular meetings, not more than three regular meetings in a
twelve-month period - Excessive absences will be reviewed by the Commissioner
and reported to the Board (Added 1988).
7.1 Executive Committee member
non-attendance for special meetings shall be reviewed by the Commissioner, and
if necessary, reported to the Board. (Added 1998)
8.1 The order of succession shall be Commissioner,
Deputy Commissioner, Northern Division Commissioner (Odd Years), Southern
Division Commissioner (Even Years)
ARTICLE VIII - NEW
ASSOCIATIONS
1.1 An Association applying for
acceptance into the League shall prepare and submit to the League a map
outlining the area in which their Association serves. The Bylaws of the
Association applying for acceptance into the League shall be consistent with
the Rules, Regulations and Policies of the League. This application must be received by April 1
of the year the Association wishes
to start playing in the League, and voted on in the April meeting of the
League. (Effective 1988, Added 1987)
ARTICLE
IX - COACHNG REQUIREMENTS
1.1 Head
Coaches must be at least twenty-one (21) years of age.
2.1 All Coaches must reside in
Chesterfield County or Powhatan County with the following exceptions:
2.1a Any active
coach that moves out of Chesterfield County or Powhatan County may remain a
coach only with the Association he has been coaching for.
3.1 Commissioner, Deputy Commissioner,
Northern Division Commissioner, and the Southern Division Commissioner may
serve as coaches while holding their respective positions as League
Officer. The Northern and Southern Division
Commissioners or their appointee shall be the head coach of the Super Seniors.

3.1a Upon request of
an opposing coach or Voting Representative the Commissioner or Deputy shall
waive their right to any decision
making matters where there is a direct conflict of interest (Amended 1993)
4.1 Assistant
Division Commissioners may serve as
a coach.
5.1 In addition to a team's coaches, a water person and first aid person are
allowed in the coaches box during a game, but may not be dressed the same as
the Coaches (Amended 1986)
6.1 Coaches
in the coaches box shall be identified by either caps,
shirts or jackets.
7.1 A coach charged with a misconduct
penalty will be assessed a fifteen yard penalty and may be ejected from the
game. If a coach receives a second
misconduct penalty, the coach will receive another fifteen yard penalty and
will be ejected from the game. Failure
to leave the coaches box within three minutes following the game will result in
his team forfeiting the game. The coach
may take a seat in the stands, keeping in mind ARTICLE XX, 2.1 and 5.1, or
leave the premises. Fifteen yard penalty
for a coach being on the field does not necessarily constitute misconduct. (Amended 1988) (Amended 1998)
8.1 Any coach on the Association’s Coaches
Roster will be allowed to be in the coaches box during
any regular season game. To be allowed
in the coaches box during post-season play, the coach must have been on the Association's
roster and active during the regular season.
9.1 Any coach having coached for at least
one full year and remaining active may have their own children play for that
Association regardless of location, or relocation within Chesterfield County or
Powhatan County. If the parent leaves
active coaching while the child has any eligibility left (years), that child
must return to the proper Association the next year. Exception: 13 year old
Senior. The player will carry the OPC
designation and will count towards the maximum of four (4) OPC’s (Article X
1.1d). Coaching can
not be used to break a Player Waiver.

10.1 Each team in every Association shall be
represented at the annual CQL Coaches Clinic, if held. It is recommended that all coaches
attend, if possible. (Added 1984)
11.1 All coaches must be listed as eligible
to participate in Chesterfield County Parks and Recreation Department
co-sponsored youth activities (Background Check) before the first game.

11.1a All coaches must
wear and display valid coaches card during all games. (Amended 4-7-2009)
ARTICLE X - PLAYER
ELIGIBILITY FOR CERTIFICATION (Amended
1993)
1.1 In order to be certified on a team
roster a player must qualify as an eligible participant under the following
requirements:
1.1a All players
must play with the Association representing the Elementary School District
where the player lives and would normally attend, if in the first grade. All players must attend Chesterfield/Powhatan
County schools, private schools or recognized home schools. (Amended 1997) The intent is to keep
children in a geographical area and create a parody among Associations. The following exceptions apply:
1.1b Each Association is allowed 24 Open Players (8/level). In
subsequent seasons,
the Open Players must play with the Association that recruited
them and will count in the total number of Open Players. If returning players would create an
overbalance of Open Players on a squad, that would be permissible, but you
would not be, allowed to add any new Open Players to that squad, and any
players creating the overbalance would count into the total of 24 Open Players
per Association. However, the players must
come from an Open Player area within the associated middle school boundaries,
with the following exceptions:
1.1b1 Gordon and Midlothian have Open Players
rights to Crestwood.
1.1b2 Matoaca and Ettrick have Open Players
rights to Ecoff.
To cover an
overflow of Open Players there will be an Open Player Waiver rule. When the Open Player Waiver Rule is
exercised, the final results will be determined by the Northern Division
Commissioner (if in the South) and the Southern Division Commissioner (if in
the North). If there is an overflow of
15% or more, it needs to be brought before a committee made up of two Voting
Representatives from the North and two Voting Representatives from the South
and the appropriate Division Commissioner.
The end results will be brought before the Board of Coaches by one of
the Voting Representatives of the committee. (Amended 1996, Amended 2000)
1.1c Player Waiver: Must sign up at Home Association and remain
with Home Association until both Voting Representative
have signed the waiver. Failure to do
this falls under ARTICLE XIV, 5.1. A
Player Waiver can be used one time during the player’s six years of
eligibility. Needs to
be approved by both Voting Representatives and by the Commissioner. Once waived, the player will remain with the
Association waived to and will count as an Open Player for the remainder of the
player’s eligibility. (Amended 2000) A player waiver must be issued between June 1st
and prior to 12:01 AM, October 1st.
Weigh in rules per Article X (3.1) shall apply. (Amended November 3,
2002)
1.1c1 All Player Waiver Forms must be typed and
signed. After the Commissioner approves
and signs the waiver, a copy will be given to the players “New”
Association. It will be the Associations
responsibility to provide a copy every year at weigh-in. (Added 4-13-2004)
1.1d A
maximum of four (4) Open Players per level will not be counted as an Open
Player and will not effect the 8 Open Players/level
with a maximum of 24 Open Players/Association is the parent actively
participates and is certified to coach.
The 4 OPC will remain with that Association and retain the OPC
designation for the remainder of player eligibility as long as the parent continues
to coach.
1.1d1 The Open Players who are covered under the
coaching rule must be designated as "OPC", and all Open Players as "Op"
on the CQL and game rosters.
1.1e No child of eligible age in Chesterfield
or Powhatan Count within the boundaries of the CQL will be denied the
opportunity to play Association football.
1.1f If an
Association fails to field a team in each Division, rosters with the names of
registered players will be given to the Commissioner and he will ensure that
these Players are placed on teams in neighboring associations in an equitable
manner.
1.1g When a
boundary change occurs and no new school is involved, there will be a one year grace period allowed for
those youths involved. The second year all
youths involved would go to the new Association except those youth that
would be 13 that second year. (Amended

1.1h Player
Loans: Each Association is allowed
Player Loans. An Association cannot give
a player loan until they have at less 18 players signed up. A player may be
loaned from year to year. A Player Loan is good for 1 year only, the player must
return to their Home Association before they can be loaned again. Coaching status of a parent will not override
the requirement to return to the Home Association (ARTICLE IX 9.1 will not
apply to this player). All Player Loans
will count as OP’s for the team they are on. (ARTICLE X
1.1b). All Player Loans must be
approved by the Executive Committee. A
player who has received a Player Waiver cannot be loaned. (Amended 4-7-2009)
1.1h1 All players must reside in Chesterfield
or Powhatan Counties.
1.1h2 Any Player moving after the second week of
practice and remaining in Chesterfield County or Powhatan County has the option
of playing with the Association representing his new Elementary School District
or completing the season with the Association representing his former
Elementary School District.
1.1h3 Any 13 year old player that is redistricted
or moved and remains in Chesterfield County or Powhatan County,
may choose to play for the Association he previously played for, or for his
new Association. He must have been a member of the Senior
team the previous year.
1.1h4 Player must be on an
Official C.Q.L. team roster three games prior to-first play
off game to be eligible in any playoff games. (Added 1994)
2.1 At
Weigh-In
2.1a Present player’s contract (Permission
Slip) filled out complete and signed by parent(s) or legal guardian(s). Writing must be legible. (Amended 4-13-2004)
2.1b The player must present a Birth Certificate or legal record of birth at their initial weigh-in when changing Associations or if they did not play the preceding season
2.1c A player shall not be cut from or prevented from being a
member of an Association's team as long as the player abides by the
disciplinary rules and regulations established by either the team or the
Association with which the player is playing. (Amended 1987)
2.1d The weigh-in must be administered by the Division
Commissioner and the ADC for the teams directly assigned to him/her. (Amended 1997)
2.1e The
Commissioner shall determine the place(s) and date s) of the weigh-in. The
official weigh-in shall take place at each Association's practice site on a
date to be determined by the Commissioner.
The weigh-in shall be completed by the Wednesday preceding the first
scheduled regular season game. A minimum
of 48 hours notification will be given by the Commissioner. (Amended 1987, Added 1986)
2.1f A make-up weigh-in
will be at a time and place determined by the Commissioner and conducted the
Wednesday following the date of the first regular season game. (Amended 1983)
3.1 Official
Weight: The player will be weighed
wearing at the least, a pair of shorts. Weight
will be determined with the player standing stationary on the scale. A player will be weighed only one (1) time
per season (unless challenged ARTICLE X 3.1a).
If over Division Weight the player will be “STRIPED” and will remain
striped for the season. (Amended
4-13-2004)
3.1a A players weight can be challenged by opposing Associations only (one (1) time per season) up to 12:01 a.m. October 1. Challenged players name, jersey #, team and a check in the amount of $25.00 per player must be submitted in writing be Association Voting Representative to the Commissioner, Deputy Commissioner, Northern Division Commissioner or Southern Division Commissioner prior to 12:01 a.m. October 1. The challenged players Voting Representative will be given a minimum of 48 hours notice from the Northern/Southern Division Commissioner as to when and where the player will be weighed. The player will be allowed five (5) pounds over the established Division Weight. If the player exceed this weight he will be “STRIPED” for the remainder of the season and his Association will pay the League $25.00. At the challenge weigh-in only the player, his parent(s), Head coach Voting Rep and challenging Voting Rep plus Norhtern/Southern Division Commissioner will be allowed at that site. 4.1 Any player who participates in a practice game or a regular season game of Freshman or Junior Varsity football after the first regular season League game will be ineligible to participate in the League. (Added 1990)
4.1a A
player shall be striped if it is determined that steam rooms, steam cabinets,
rubber sweat suits, excessive exercise drills, running drills or the use of
medication may have been employed in order to temporarily attain Division
Classification weight.
4.1b Any
coach caught in violation of ARTICLE X, 4.1a will be suspended for the season
to include post-season with no appeal.
5.1 Division
Weights and Ages:
5.1a Division weights shown below are
applicable to offensive backs and ends.
5.1b Ages
are minimum or maximum for Division Classification. (Amended 1983, Amended 1998, Amended 4-7-2009)

Minor 85 pounds Must be 8 before August 1st and
cannot
turn 10 before August 1 in the year in which he participates. (Exception:
ARTICLE X, 5.1e)
Junior 110
pounds Cannot turn 12 before August 1st in
the
year in which he participates.
(Exception: ARTICLE X, 5.1f)
Senior 135 pounds Cannot turn 14 before
August 1st in
the
year in which he participates.
(Exception:
ARTICLE X, 5.1g)
5.1c Each Player over the maximum Division
Weight Classification must have at least a one and one-half inch (1 ½")
wide stripe six inches (6") long running horizontally across the front and
back of his helmet. The stripe shall
be of a contrasting color to the helmet
5.1d Any player over the maximum weigh for
Division Classification shall
not advance the football.
To do so is a foul and the player’s team shall be assessed a major
penalty. Players over the weigh limit may line up at
any position on kick-offs, may kick off, attempt to block field goals and kick
extra points. Over the weight limit
players attempting field goals or extra point shall not block in the backfield. Players on offense over the weigh limit shall not line up in the backfield except to
kick field goals or extra points, or at either of the end positions. To do so is a foul and the player’s team
shall be assessed a five-yard penalty. (Amended

5.1e Minor teams at the initial team weigh-in
will be allowed to have a maximum of four (4) ten year old players that weigh
less than 70 pounds and must play “striped”.
Once striped under this rule they shall remain striped for any level of
play.
5.1f Junior teams
at the initial team weigh-in will be allowed to have a maximum of four (4)
twelve year old players that weigh less than 95 pounds and must play
“striped”. Once striped under this rule
they shall remain striped for any level of play. (Amended 1998)
5.1g Senior teams at
the initial weigh in will be allowed to have four (4) fourteen year old players
that weigh less than 125 pounds. These
players must play “striped” for the season (Amended 4-13-2004, Amended 4-7-2009)
6.1 Junior teams with 15 players or less dressed
for a game are allowed to play Minor team players in
the Junior game. The Minor team players do not lose Minor team eligibility.
6.1a Senior teams
with 15 players or less dressed for a game are allowed to play Junior team
players in the Senior game. The Junior team players do not lose Junior team eligibility.
1.1 All players shall submit a CQL Players
Contract to the Association with which they are playing, prior to any physical
contact (5 days). (Amended 1989)
2.1 League
Registration of Teams
2.1a Each Head Coach, by signing his team's
roster, does thereby certify its correctness and accepts full responsibility
thereafter for any errors found.
2.1b Any unsigned roster will make that team ineligible until the
signature is obtained.
3.1 League
Registration Shall Include:
3.1a Presentation of player’s contract
(Permission Slip).
3.1b Presentation of player's Birth
Certificate or legal record of birth must be acceptable to the
Commissioner. Letters addressed to the
League, signed by the School Principal certifying a player's birth date and age
are acceptable. However, ARTICLE XIV 7.1
shall apply if the player's age is challenged and found incorrect. (Amended 2000)
3.1c Presentation of two (2) typed copies of

3.1d Presentation of three (3) typed Player
Rosters.

3.1e Player(s) added to a roster after the
make-up weigh-in must have eligibility certified by either
the Commissioner, Deputy Commissioner, or a Division Commissioner. Birth
Certificate(s) shall be reviewed and Permission slip(s) collected by the person
approving the player for play at least 48 hours prior to game time of the first
game in which he plays. A completed
retyped roster must be furnished to the League (Amended 1982)
3.1f Any player added after final weigh-in following October 1
challenge date must play as a “striper."
3.1g All rosters shall be approved by the League by the Wednesday
before the first regular season game Approval of a Roster by the League, does not protect
a team from forfeiture of game(s). (Amended

ARTICLE XII - PRACTICE
AND EXHIBITION GAMES
1.1 Practice cannot start until
twenty-eight (28) calendar days before the opening regular season game. No team shall practice,
have skull sessions or equipment dispersement on
Sunday. (Amended 1986)
2.1 No player shall participate in physical contact with any other
player(s) until the player had completed five (5) days of supervised conditioning or a physical conditioning program
related to football recognized by the League.
3.1 During the player's first five days of
practice and physical conditioning, the following equipment or devices may be
used as prescribed below.
3.1a Freestanding or hand-held
blocking or tackling dummies may be used and helmets may be worn.
3.1b Devices
such as car tires, rope boxed or similar devices may be used.
4.1 During a player's first five days of
practice and physical conditioning the following equipment or devices are
PROHIBITED:
4.1a Blocking
sleds.
4.1b Any other mobile, fixed or stationary practice cement or
devices.
4.1c Forearm guards or shields.
5.1 Players cut by Freshman
or Junior Varsity teams will receive credit for all days of practice before
being cut. (Added 1997)
6.1 Players cannot wear shoulder pads
beginning with the player’s first day of practice through the player's fifth
day of practice. All other protective
equipment may be ,worn beginning the first day of practice.

7.1 All players shall wear the. protective equipment as
specified in APPENDIX I during all sessions involving physical contact
8.1 Teams in all classifications are permitted
to play three scrimmage games prior to the regular League Schedule. Scrimmage games between Associations of the
League do not require prior approval from a League Officer. All scrimmage games outside the League must
be approved by the Commissioner.
8.1a All teams in every Association must participate in the
Jamboree. This will count as one (1) of
your three (3)
scrimmages. An Association
may ask (in writing) the Executive Board not to participate in the
Jamboree. The Commissioner will set the
deadline for such request, at the August meeting. (Added 4-13-2004)
9.1 Teams
may hold scrimmages during the season with the approval of a Commissioner.
10.1 Associations
shall comply with the following practice schedule:
10.1a No restriction on pre-season or
post-season contact practice (NO SUNDAYS) (Amended 4-13-2004)
10.1b No team shall practice in full uniform dress nor with any
equipment the Friday before a
regular
season game. (Amended 1988)
10.1c Contact is permitted the day before any week night game.
10.1d All teams shall be
limited to a maximum of FOUR PRACTICES PER WEEK during the regular season.
10.1e Coaches will take necessary precautions
during hot weather to give players suitable "water breaks' so as to prevent
heat exhaustion.
ARTICLE XIII - LEAGUE
GAME SCHEDULE
1.1 The Commissioner will prepare the
League’s Schedule. Games will be
scheduled on a home-to-home basis whenever possible. The Commissioner in the development of the
League’s Schedule will ensure that all Conference Teams compete against each
other, and to the extent possible, limit regular inter-divisional games. The
League's Schedule shall be submitted in August. (Amended 1993)
2.1 Minors
play first, Juniors second, and the Seniors last
unless a change is approved by the Commissioner, Deputy Commissioner, or a
Division Commissioner.
3.1 The

3.1a All
regular season ties will be played off according to the Kansas Plan. If a tie still exists after each team has had
two possessions it will remain a tie and will count as a ½ game win and a ½ game loss. (Amended 1992)
4.1 Any
team forfeiting a game shall have the cause reviewed by the Executive
Committee.
All
Associations will be required to pay ½ of their regular season fees by Sep. 1st
and the other ½ by Oct 1st of each season. If all regular season
fees are not paid in full by Oct 15th no teams of the Association will be
eligible for Post Season play.(Amended 4-7-2009)
5.1
Playoff
Teams: Each Conference will have 4 teams
at each level (minors, Juniors, Seniors)

5.2
Conference
Champion is the team with the best conference record.
In the event that two teams tie for
the Conference Champion, the winner of the regular season game will be the
Conference Champion. In the event the
regular season game ended in a tie, the teams will be Co-Conference Champions
and a coin toss will be used for seeding purposes.
In the event that three teams are
tied for the Conference Champion, all three teams will be Co-Conference
Champions. A coin toss will be used for
seeding purposes.
5.3 Wildcard
teams
Each Conference will have three
wildcard teams. The wildcard teams will
be the teams with the best conference record, exclusive of the Conference
Champion.
In the event there is a tie for a
wild card slot, the first tie-breaker is head-to-head competition. The second tie-breaker is overall
record. In the event there is still a
tie, a playoff game(s) will be played to determine the wildcard team(s).

6.1a The
Northern and Southern Division Commissioners will select their respective
coaches.
6.1b The roster for each team will be set at 48 players maximum.
6.1c All players in the Super Senior All Star
Bowl must be in the last year of eligibility for Seniors
(no play downs will be allowed).
6.1d Each Association will select one representative. As Association has the right not to send a representative if they feel they do not have a viable candidate.
6.1e The
Executive Board will select the remaining balance of players.
6.1f No more than a total of four (4)
players can be chosen from one Association (to include the Association’s
representative),
ARTICLE XIV - PROTESTS, COMPLAINTS, DISCIPLINARY
ACTION, SUSPENSION, APPEALS, PENALTIES
1.1
Protests: Protests are accepted concerning
eligibility only and must be in writing and filed with
Commissioner
within 24 hours of the game in question and before the 8th week of the of the regular season. No Post Season protest will be excepted. Protests must be accompanied by a check in the
amount of $25 which will be refunded if the protest is upheld If the protest is disallowed, the
check will be deposited into the League's bank account.(Amended 4-7-2009)
2.1 Complaints: Complaints against
players, coaches, teams, Associations or League officials must be submitted in
writing (original and two. copies) to a Commissioner within 48 hours of the incident The
complaint must be signed by the Complainant, Voting Representative, and the
Association President of the complainant.
The Commissioner shall keep the original of the Complaint, deliver one
copy to the League’s Secretary-Treasurer, and deliver one copy to the aggrieved
party within 24 hours after receiving the complaint
3.1 Disciplinary Action: Disciplinary action may be taken by
Commissioner or the Executive Committee against coaches, teams or Associations
for any action deemed detrimental to the game of football or the League. The aggrieved party shall be notified in
writing within (5) days of the date
that the disciplinary action was rendered.
All disciplinary actions rendered solely by the Commissioner shall be
reaffirmed by the Executive Committee.(Amended 993)
4.1 Appeals:
(Amended 1993)
4.1a Disciplinary
action by the Commissioner or the Executive Committee against Players, Coaches,
Teams, Associations, or League Officers may be appealed to the Appeals
Committee. The Appeals Committee shall
be composed of the Commissioner and eight members, two of which are alternates.
The Board of Coaches shall nominate and approve four. Voting
Representatives from the Northern Division and four Voting Representatives from
the Southern Division during the August meeting. The members of the
Committee shall serve a term of one year. Except for the Commissioner, no
member of the Appeals Committee shall be permitted to serve more than one
consecutive term. (Amended 2000)
4.2 Duties
of the Committee
4.2a Commissioner: The Commissioner shall preside over the
Appeals Committee to keep order during the proceedings. The Commissioner shall
not have a vote in the appeals process.
4.2b In the event
there is less than six (6) members for an appeal's hearing, the Commissioner
shall have the power to appoint a "Stand In,” to serve on the Committee
for the hearing.
4.3 Committee
Members:
4.3a Shall hear all
testimony and review all evidence relevant to the case.
4.3b From the
testimony and evidence reviewed, determine whether the party is guilty of the
infraction pursuant to the findings of The Commissioner or Executive Committee.
4.3c Determine
whether the disciplinary action rendered by either the Commissioner or
Executive Committee is fair and just with respect to the infraction committed.
4.4 Authority by majority vote (4 or
more), the Committee may rule to overturn the Disciplinary action rendered by the
Commissioner Executive Committee. If the
Committee fails to reach a majority vote, the original decision of the
Commissioner or Executive committee will automatically stand. Should the action be overturned by the
Appeals Committee, the matter will be returned to the Executive Committee for
reconsideration. The Executive Committee
shall determine the new punishment to be issued. Please note that the Appeals Committee shall not
have the power to issue any disciplinary action against Players, Coaches, Teams,
Associations, or League Officials.
However, they may recommend a lessor or
greater penalties.
4.5 Conflict of Interest Clause Any member of
the Appeals Committee to include the Commissioner, which is directly involved
in the matter pending before the Appeal’s Committee shall step aside. Should the Commissioner be unable to
participate in the proceedings for any reason, his post shall be filled by the
respective parties in the following order. The Deputy
Commissioner, Northern Division Commissioner during odd calendar years,
Southern Division Commissioner during even calendar years and Assistant
Division Commissioner to be determined by tenure.
4.5a The
Appeal must be initiated by the person or group against whom the action was
taken, and must be delivered in writing to the League's Secretary-Treasurer
within 72 hours of the Commissioner's action. The Appeal must be accompanied by
a check in the amount of $25 that will be refunded if the Appeal is sustained.
If the Appeal is denied, the check will be deposited to the League's bank
account
4.5b All
parties to the appeal will have the opportunity to present their cases to the
Appeals Committee. All parties shall include the person(s) making the original
complaint and the person(s) the disciplinary action was taken against after
hearing the testimony, the Appeals Committee will go into closed session to
decide appeal (Added 1990)
5.1 Penalties: Players, coaches, League Officers or
Associations found in violation of the League's Rules are subject to any or all
of the following:
5.1a Probation.
5.1b Suspension.
5.1c Loss of post-season eligibility.
5.1d Expulsion from the League.
6.1 Any disciplinary action taken by an Association
against a player, coach, or team shall be independent of any action taken by a
Commissioner or the Committee.
7.1 In addition to any disciplinary action
taken by the Commissioner or the Executive Committee, any Association found to
have an ineligible player(s) and/or incorrect Roster will be fined $25 per
player for every regular or post season game, the player(s) participated, or
the roster(s) were submitted to an opposing coach.
ARTICLE
XV - INSURANCE
1.1 A Group Insurance Contract covering the
League shall be negotiated by the Commissioner, subject to approval by the
Board.
2.1 A
First Report Of Injury form shall be filed with the
League's Secretary-Treasurer within five (5) days of an injury. The form shall
be provided by the League, and shall be signed by the Head Coach and the Voting
Representative.
1.1 Except as amended, the Virginia High School
League (VHSL) Rules shall govern play in the League.
2.1 Specific
League Variations shall supersede VHSL Rules.
3.1 Prior to the start of each game, head
coaches will exchange typed rosters listing
first names, last names and jersey number of eligible players and to one
of the ADCs working the game. On each
roster a "S” should appear by each player that has been striped by the
League for that season, an "OP" by each player that is a Free Agent,
“OPC” by each play that is a Free Agent due to parent coaching at that
Association, a “PD” by each player that is a play down player and a “LN” by
each player that is loaned to or from an Association.. Penalty: Any head coach that refuses to
exchange a roster will be automatically suspended from participating as a coach
through the next .scheduled game. (Amended

4.1 Each Associations colors must be list with the League.
Any color change must be approved by the Commissioner. (Added l991)
1.1 A contract with an Officials Association
shall be negotiated by the Commissioner, subject to approval of the Board.
2.1 The Officials Association shall furnish at
least two qualified officials and one or two trainees at each scheduled game.
3.1 Officials shall not coach or be associated
with any participating organization in an elected or appointed position related
to football. (Amended 1986)
4.1
The
Officials organization shall be provided with a current copy of the League’s
Rules and Regulations.

CHESTEFIELD QUARTERBACK LEAGUE VARIATIONS
1.1 Game
balls for all Division Classification must be purchased through the League.
1.1a The following size football will be used for play among the

However, no more than three players shall advance beyond the hash marks for the
"flip of the coin."
5.1 Quarter

Bowl Game Quarters shall be twelve (12) minutes.
The clock shall operate under Stop and Go rules at
all times unless the Losing teams Head coach meets with the Head Official and
agree to a continuous running clock. The Referee’s will not run the clock without Losing Head coach
agreeing to. (Amended

6.1 Intermissions:
6.1a Between the
first and second quarter and the third and fourth quarter - play to resume
after the chains are reversed.
6.1b Between second and third quarter (half-time) 15 minutes.
6.1c Between team
games - start next game (Junior or Senior) immediately - five minutes or less.
6.1d Team coaches, first aid person and water
person are the only ones permitted in the team area at half-time. (Added 1986)
7.1 Homecoming Activities: An Associations
Homecoming Activity shall be limited to a total of Twenty (20) MINUTES. It shall be the responsibility of the Home
Team Association to inform the Game Officials and visiting Association prior to
the start of the Minor Team game when the Homecoming Activities will be
conducted. Delay of game penalties shall
be assessed against the Association extending Homecoming Activities beyond the
prescribed time frame.
8.1 Scoring Values:

1.1 The Home Team Association is
responsible for the preparation of a playing field and all required accessories
for a game. All unfenced fields shall be roped off as practicable for the
safety of players and spectators.
2.1 Fences, striped and roped off areas
are reserved for players and other designated,
personnel. Sidelines are reserved for
crew operating the yardage chain and down markers. General vicinity of field
shall be clear except for the presence of an ambulance or law enforcement
officers. Each Association is responsible for enforcement of these Rules.
3.1 Unplayable field conditions must be
decided by the Commissioner, Deputy Commissioner, or a Division Commissioner.
The person declaring a field unplayable shall immediately notify the
Commissioner and/or Deputy Commissioner or Division Commissioner and the
Secretary-Treasurer. The Commissioner shall notify the Officials Association
that the game has been canceled.
4.1 It is the responsibility of the Home
Team Association to see that the grounds are left in as good a condition as
when the game started.
ARTICLE XX - CONDUCT
(ADULT TEAM PERSONNEL)
1.1 Reserve
constructive criticism for a private moment.
2.1 Conduct
all coaching from the coaches box.
3.1 Coaches
will refrain from running up scores on opponents. (Amended 1986)
3.1a If
it is determined that a coach had run up the score he will be penalized by the
Executive Committee. (Amended 1988)
3.1b If
the same coach runs up the score a second, time he will be suspended for the
season to include post-season.
3.1c Definition: Running up the score - once a team leads by
three (3) offensive touchdowns, the coach must remove the threat to score. (Added 1991)
4.1 Refrain
from using profanity.
5.1 The use of sideline walkie-talkies,
telephone or other telephone equipment, other coaches, and/or spotters (with or
without a runner) is PROHBITED DURING GAMES.
6.1 The use of game films, interchanged
and/or taken by scouts, parents, or others for the purpose of scouting future
opponents, is permitted.
7.1 "Sweating down" tactics shall
not be permitted so that a player will make a team weight. "Sweating
down" shall include, but is not limited to, the following: use of steam
rooms or steam cabinet use of rubber sweat suits, use of medications.
7.1a If it is-determined that a coach has
used "sweating down” tactics, he will be automatically suspended for the
season to include post-season.
8.1 Abide by the team's doctor or player’s
family physician in all matters of a player's health and injuries and physical
ability to play.
9.1 STRIVE ALWAYS TO MAKE EVERY FOOTBALL
ACTIVITY SERVE AS A "TRAINING GROUND FOR LIFE.”
1.1 A majority vote of the eligible voting
members of the Board present and voting at any duly scheduled and conducted
meeting shall decide any issue(s) presented at the meeting
2.1 Each
eligible Association shall have one vote.
3.1 In
order for an Association to be eligible to vote, their Representative shall:
3.1a Not miss two or more consecutive regular or special
meetings;
3.1b Not miss three or more regular or special meeting during any
calendar year.
4.1 Voting privileges. once lost cannot be regained until attendance is recorded at
four consecutive regular and/or special meetings and shall be reinstated under
the following conditions:
4.1a An Association is on probation and may
not miss any regular and/or special meetings remaining in the calendar
year. (Amended 4-13-2004)
4.1b The affected Association shall be assessed a re-entry fee of
$50. All privileges of an Association
shall be suspended until re-entry payment is received by the League’s
Secretary-treasurer. (Amended 1986)
4.1c An
Association that has not been reinstated by the end of the calendar year must
meet the requirements of ARTICLE XXI 4.1, 4.1a and 4.1b before they regain
their voting privileges. (Amended
4-13-2004)
5.1 The Leagues’ Secretary - Treasurer’s
Roll Call Book shall be used to determine an Association’s voting privileges.
6.1 The League’s Secretary-Treasurer shall
notify, in writing, the Voting Representative and the Association President
that the Association has lost its voting privileges until they are in
compliance with “ARTICLE XXI, 4.1".
7.1 Members
of the Executive Committee shall not make motions or have a vote. (Amended 1986)
8.1 The
Secretary-Treasurer shall not make motions or have a vote on any issues.
9.1 The Commissioner shall cast the
deciding vote on any issue that ends in a tie vote. If the Commissioner abstains from the voting,
the issue is defeated.
ARTICLE
XXII - CHEERLEADERS
1.1 Any
and all Cheerleader activities at League games will be under the control of the
League.
ARTICLE XXIII -
EFFECTIVE DATE
1.1 The
effective date of these Bylaws is April 10, 1980.
2.1 The Bylaws shall reviewed by a
committee appointed by the Commissioner every three years. (Added 1994)
3.1 Upon adoption these Bylaws shall be in
effect and remain in effect until such time as they are properly added to,
amended, or deleted. The effective date
of any amendments shall be noted at the end of the affected section.
4.1 In
order to amend or change these Bylaws, the following must be met:
4.1a A petition
shall be drafted and presented to the Commissioner at any duly scheduled and
conducted meeting.
4.1b The petition shall:
4.1b1 Contain at least seven signatures of eligible voting members of
the Board.
4.1b2 Identify the Rule(s) that the signers of
the petition deem a be problem, and
4.1b3 Offer amendment(s) to the Bylaws to
correct the problem.
4.1c The proposed
amendment(s) shall be placed on the floor as a motion. If the motion is seconded by an eligible
voting member of the Board, the proposal(s) will be discussed in open session
by the Board.
4.1d The
amendment(s), either as presented or as amended on the floor, will be voted in
by the Board at the next regular or called meeting for the purpose of voting on
the amendment(s).
4.1e The
amendment(s) will be approved when three-fourths of the eligible Associations,
present and voting, vote in favor of the amendment(s).
4.1f If the motion is not seconded, the motion dies and the
petition is killed.
4.1g The current edition of Robert's
Rules of Order will govern parliamentary procedure during all meetings of this
League except where they are in conflict with these Bylaws. (Added 1983)

CHESTERFIELD QUARTERBACK LEAGUE -
1980
1.1 GENERAL:
The physical contact in football
demands that each player wear a full complement of protective equipment which
makes participation relatively expensive in comparison with other youth
activities. Therefore, to achieve
maximum player protection while realizing a genuine economy by spreading the
initial higher cost of quality equipment over several seasons of reliable wear
no item should be purchased which is not at least in the middle-priced line of
a recognized manufacturer of quality athletic equipment
2.1 REQUIRED EQUIPMENT
The following equipment shall be
worn by players in all Divisions beginning with physical contact in practice
sessions, and shall meet the required standards as noted. (Recommended
standards indicated in parenthesis.)
2.1a HELMET: Must be NOCSAE approved (labeled or stamped)
with horizontal (double bar) face guard attached and chin strap. Helmets must be re-tested according to
Virginia High School League Regulations every five years, but recommended every
three years. (Amended 1990)
2.1b SHOULDER
PADS: May be of corrugated molded
fiber or plastic type (high density polyethylene) material with a coated
(polyvinyl) washable padding, heavy web hinges and adjustable (catliver) underarm straps.
2.1c PANTS: May be of one piece of "shell
construction." One piece pants must feature removal (snap on) hip and
kidney pads. Knit (cotton or nylon) material
is recommended with tunnel belt loops or attached web belt Shell pants should feature sanforized knee guard and (waist suspended) thigh guards
pockets. Make allowance for hip pads when ordering
2.1d HIP
AND KIDNEY PADS: May be of
corrugated molded fiber or a plastic type (polyethylene) material covered on
the inside with a shock-absorbing (polyfoam) material
and shall include spine piece. Girdle
pads with polyfoam inserts are acceptable.
2.1e THIGH
GUARDS: May be of corrugated molded
fiber or plastic type (polyethylene material with adequate (polyfoam)
padding.
2.1f KNEE PADS: Shall be of a durable shook-absorbing
material not less than 1/2 inch thick.
2.1g JERSEYS: For game purposes, the Jersey shall be durable
and of high quality. Teams or Associations should follow VSHL Rules for

2.1h TEETH
PROTECTORS: Shall be of the
intra-oral customer or self-fitted, impression
type. Quality protectors usually carry an
insurance benefit for the player. ALL
PLAYERS MUST HAVE MOUTH PROTECTION DURING PRACTICE, AND GANES.
2.1i SHOES: Will be tennis, Junior League baseball or
"Pop Warner” Junior League football shoes of mold type cleats. No hard soled shoes will be allowed.
3.1 Football helmets, football shoulder
pads, football pants, and teeth protection are mandatory for players
participating in scheduled games of the League.
Officials are instructed to enforce this Rule rigidly. All coaches shall
inspect and approve the equipment for each boy/girl. Any complaint shall be handled by the
Commissioner, and his decision will be final.

1.1 Teams: All Flag players must play for
their home associations. Where
circumstances warrant, a loan may be granted for the player, either for the
year or for their time at the flag level.
However, they must return to their home association for the Minor
level. Coaching status of the parent
will not override the requirement to return to the Home association (Article IX
– Coaching Requirements, Paragraph 9.1 will not apply to this child/player)
(Amended April 8, 2003).
2.1 Games: Games are to be played as
scheduled by the Commissioner in conjunction with the home association. The morning set of flag will be played after
the Senior game and the afternoon set will be played
at
3.1 CQL
FORMS: All flag players
MUST have a CQL form signed before practice begins. All first year players must have a Birth Certificate
turned in with the CQL form.
4.1 Rosters: Rosters, typed in duplicate, must be turned in
to the Commissioner with CQL forms and copies of Birth Certificates at the
association weigh ins. *Must include color of shirts, pants, and flags.
5.1 Uniforms: Players may wear any type shirt and,
pants, whatever works within your association’s budget. For example: shorts, sweat pant, baseball
pants or football pants with either football jerseys or regular tee shirts but shirts must be tucked in.
***Mouthpiece
is required.
***No
helmets or shoulder pads. All other pads
will be allowed.
6.1 Flag: Flags are to be of contrasting color to
team colors. (Example: if team colors are red and black the flags should be
blue.) Flags shall be at least 12 inches
long. Flags should be attached to belt
with Velcro Strips.
7.1 Injuries: Must be reported to your Association CQL
Representative immediately within 48 hours of injury. Also, leave a message on the Hot Line..
8.1 Playoffs: None. Flag fun day will be held at the end of the
season.
FLAG
FOOTBALL RULES
1. There will be four ten (10) minute
quarters. The game clock shall stop
between quarters. The game clock will
run continuously during the game and does not stop for out of bounds,
incomplete pass, penalties, etc. The
huddle shall be no longer than 30 seconds. If longer, a delay of game penalty
shall be assessed. The clock is stopped
for injury.
2.
Three time outs will be allowed per game per team. (Clock stops)
3.
CQL shall supply 1 referee for each game plus 1 CQL Commissioner.
4. Playing field will be 80 yards. 10 minute
half-time, eleven (11) players on the field at all times.
5. At start of game and second half, ball will
be put into play at the 25 yard line of the team with possession. NO PUNTING - on the 4th down the
team has the option of running the ball or having the referee advance the ball
20 yards (or ½ the distance to the goal line) inside the opponent’s 40 yard
line..
6. 2 (two) coaches from each team will have the
option of being on the field during play.
Coaches must be 10 yards behind the line of scrimmage.
7.
The ball will be placed on the 2 yard line for extra point attempt.
8. Game cannot end on a defensive penalty.
9. Questions to the referee must be handled by a
time out by the coach.
10. The ball carrier must have both flags on to
advance the ball. Ball is dead where the
flag lands. Fumble is a dead ball.
11. All flag coaches must attend Flag
Rule reading.
FLAG
PENALITIES
No
Tackling - 10 yards penalty from the point of
infraction, automatic first down. If
player continues to tackle, he/she will be ejected from the game.
No
blocking - below
the waist or to the head 5 yard penalty from point of infraction.
No
guarding - of
the flag, 5 yard penalty from point of infraction.
No
down field blocking - 10
yards penalty from the point of infraction.
(more than 5 yards from the line of scrimmage)
No
defensive lineman - will
line up directly (heads up) on the center. 5 yard penalty.
No
contact - with
the center until his/her head is up. 5 yard penalty is contact is made.
Any
coach charged with a misconduct penalty may be ejected from the game. If ejected this will result
in 1 week suspension to include practice and game for the week following the
infraction. 2nd
occurrence may result in suspension for the entire season.
